I might be wrong but I feel like a lot of the women here in NYC have been shopping for Spring over the last several weeks but the cold temps have been keeping them from breaking out their new purchases which is just killing them! I have seen only a few young ladies( like the one above) who have successfully layered a Spring-ish dress, over tights and under a wool coat.
The forecast is for another week of this weather in NYC, luckily I'm headed to Milan where Spring has sprung!
